In 2010 the Council of Europe in partnership with the European Union launched “Human Rights of People Experiencing Poverty”. This project aims to analyse poverty through the prisms of human rights, democracy and interrelations among all members of society. It establishes bases for a new strategy to fight poverty that focuses on shared social responsibilities and the commons .

The project has two approaches:
A reflection at the European level by NGOs and representatives of civil society including people experiencing poverty, by academics and by European institutions and local governments
FIGHTING POVERTY AT LOCAL LEVEL
The field-work approach consists in building processes to fight poverty at local level with the participation of a broad panel of actors, including public institutions, NGOs, people experiencing poverty, etc. It includes the elaboration of local charters of shared social responsibilities and action plans to fight poverty that are constructed by local actors through participatory processes
